How a Quebec program set the world standard for childcare

If you want to make it possible for families to afford downtown city living, or if you want to address the gender imbalance in the workforce, you have to figure out childcare. Most cities, or even countries, have not. But Quebec has. The province's government daycare program is 25 years old, which is a long enough timeline to assess its impact, and the results are eye-opening.

What's so different about Quebec? What kind of numbers are we talking about? How can the rest of Canada and the world follow suit? And what else do we need to do if our best hope for a sustainable world is packing more families into the heart of our cities?
