Wetaskiwin, Alberta has jumped up the rankings in Maclean's annual report on Canada's Most Dangerous Places. But nothing huge has suddenly changed in the small city, so what's going on? This is a story about how quickly small problems can add up to a major crime spike in any place - not just a typical town an hour south of Edmonton.
